The importance of providing a high-quality education to all children is a high priority in the state of Utah. With that in mind, the state developed the Utah Fits All Scholarship Program, which provides Utah parents the freedom to choose the best education path for their child and use an education savings account (ESA) to directly pay for the school that meets their child’s needs. What Is the Utah Fits All Scholarship Program?


Utah Fits All Scholarship Program students receive $8,000 for their educational expenses and services, which can include private school tuition and fees; tutoring services; testing fees; special needs services and therapies; individual classes and activities; educational materials and curriculum costs; contracted services; including individual classes and extracurricular activities from a local education agency (public school); and many other approved expenses for the ESA student’s education.

Who is eligible?

To access the Utah Fits All Scholarship Program, students must be residents of the state of Utah, and they must be eligible to participate in public school in kindergarten through grade 12. Applications are prioritized and awarded based on income and previous participation; however, the program is universal for those who meet eligibility requirements, and all are welcome to apply.

Account funds do not carry over from year to year; remaining funds will be recaptured at the end of each school year to be disbursed the following year.

How does an ESA work?

Eligible students can receive up to $8,000, and the funds are deposited into a scholarship account, or ESA, that is set up specifically for the student. The funds are accessed and managed through an online portal.

Students are eligible for the Utah Fits All Scholarship if they are:

  1. A K-12 student who is eligible to participate in a public school (to be eligible, a student must be at least five years old and no more than 18 years old on or before September 1 of the year in which admission is sought. For special education, a student must not be older than 21 on July 1.
  2. A resident of the state of Utah, including a child of a military service member.
  3. A student not receiving the Carson Smith Opportunity Scholarship at the same time as the Utah Fits All scholarship.
  4. Not enrolled in an LEA or in the Statewide Online Education Program (SOEP) upon receiving the scholarship.
  5. Not suspended or disqualified from the Utah Fits All program, and who completes, to maintain eligibility, the assessment or portfolio requirement.

Can Holston Academy students apply?

Yes. Holston Academy students from Utah qualify for the Utah Fits All Scholarship Program as we are considered a “non-public online learning program.” You can apply for the Utah Fits All Scholarship Program here.

What are the rules for applying for the Utah Fits All Scholarship program?

Parents in Utah must:

  • Only use funds for qualified expenses
  • Reapply annually
  • Submit a portfolio describing the student’s educational opportunities and achievements under the program
  • Approve a statement in the application that the qualifying provider selected for the student’s enrollment or engagement is capable of providing education services for the student
  • Assume financial responsibility for the education of the student, including expenses incurred beyond those paid for by the ESA

How do I apply and access funds?

You can apply for the Utah Fits All Scholarship here.

The application will collect information on both the parents and the eligible student(s). The application will require you to upload the birth certificate of the student(s) planning to participate in the scholarship program.

Applicants are not required to disclose household income, but they will be asked whether they file taxes as a single income or jointly.

According to Utah Fits All law, applications must be prioritized in the following order:

  1. A student who participated in UFA in the previous school year (not applicable in year 1)
  2. Students with a family income at or below 200% of the federal poverty level ($60,000 for a family of four)
  3. Sibling of a student who participated in UFA the year prior (not applicable in year 1)
  4. Students with a family income between 200% and 555% of the federal poverty level (up to $166,500 for a family of four)
  5. All other applicants
