The importance of providing a high-quality education to all children is a high priority in the state of New Hampshire. With that in mind, the state developed Education Freedom Accounts (EFA), which allow eligible New Hampshire students to direct state-funded, per-pupil education adequacy grants toward select educational programming of their choice for a variety of learning experiences. These include customized learning, career schools, technical schools, tutoring services, and non-public schools.

What Is the New Hampshire Education Freedom Account?


Education Freedom Accounts are grants from the State of New Hampshire, administered by Children’s Scholarship Fund, made available to students of families with incomes at or below 350% of the poverty level to fund their education, including tuition at the school of their choice, tutoring, classes, online learning programs, educational supplies, technology, and other educational expenses. Eligible New Hampshire Education Freedom Account students receive a state grant of approximately $3,700 base state adequacy aid plus any qualifying differentiated aid that a child is eligible to receive.

Who is eligible?

To access the New Hampshire Education Freedom Account, you and your student must be New Hampshire residents, your child must be between 5 years old and 20 years old and entering a K-12 grade, and your family’s income must be at or below 350% of the federal poverty level.

How does an EFA work?

EFAs are funded on an individual, per pupil basis. Under state law, parents must agree to use EFA funds only for eligible qualifying expenses used to meet the individual educational needs of the eligible student. EFA funds may not be shared between students. Examples of eligible expense categories include:

  • Tuition and fees at a non-public/private school
  • Tuition and fees for non-public online learning programs
  • Tutoring services provided by a qualified individual or facility
  • Services provided by a district public school, chartered public school, public academy, or independent school, including individual classes and curricular activities and programs
  • Textbooks, curriculum, or other instructional materials
  • Computer hardware, internet connectivity, or other technological services and devices primarily used to meet an EFA student’s educational needs
  • Educational software and applications
  • Fees for national standardized assessments, advanced placement exams, college/university admissions exams, and tuition and/or fees for preparatory courses for these exams
  • Tuition and fees for summer education programs and specialized education programs
  • Tuition, fees, instructional materials, and exam fees at a career or technical school as long as the student has not graduated from high school
  • Educational services and therapies, including occupational, behavioral, physical, speech-language, and audiology therapies
  • Tuition and fees at an institution of higher education as long as the student has not graduated from high school

EFA funds are accessible through a digital wallet, with oversight by the scholarship organization. The real-time EFA student balance is viewable at all times in the digital wallet, and you can view your transaction history, including date and time of transactions, amount deposited or used, and education service providers.

Can Holston Academy students apply?

Of course. Holston Academy students from New Hampshire qualify for the Education Freedom Account as we are considered a “non-public online learning program.” You can apply for the New Hampshire Education Freedom Account here.

What are the rules for applying for the New Hampshire Education Freedom Account?

Parents in New Hampshire must:

  • Maintain New Hampshire residency
  • Only use funds for qualified expenses
  • Reapply and sign EFA agreement annually
  • Submit the student’s annual record of educational attainment to demonstrate that your student is making educational progress. You may satisfy this requirement in one of three ways:
    • Provide the results of a standardized achievement test to the scholarship organization. (You will have the opportunity to submit this when renewing your EFA application annually.)
    • Have the eligible student take the New Hampshire statewide student assessment.
    • Provide a letter showing proof of an eligible student portfolio evaluation to the scholarship organization. This letter must be signed by a New Hampshire certified teacher, a teacher with certification recognized by another state, or an educator currently teaching in a state non-public (private) school may perform a year-end evaluation.

You must submit the annual record of educational attainment during the requalification process to maintain your EFA and for the scholarship organization to continue requesting your grant from the New Hampshire Department of Education and depositing funds into your child’s EFA.

  • Assume financial responsibility for the education of the student, including expenses incurred beyond those paid for by the EFA

How do I apply and access funds?

To receive a 100% EFA grant for the 2024-2025 school year, the application and supporting materials must be verified by Monday, July 15, 2024.

  • The EFA grant has strict funding guidelines. EFA grants are awarded and prorated based on the EFA application’s completed and verified status. Please refer to the EFA parent handbook for more details. 
  • You will only be eligible for an EFA grant award when the online application and all of your supporting income documents have been submitted and verified.
  • Supporting documents must be submitted in a PDF format. Please do not upload your income documents as pictures or videos.
  • Please submit only one (1) application per family. Submitting multiple applications may delay processing times.
  • EFA funds are accessible through a digital wallet, with oversight by the scholarship organization.
