With that in mind, the state developed an Empowerment Scholarship Account (ESA) program, which provides Arizona parents the freedom to choose the best education path for their child and use their education tax dollars to directly pay for the school that meets their child’s needs. ESA Account Holders must use at least a portion of the funds to provide an education in at least the following subjects: reading, grammar, mathematics, social studies, and science. While a portion of funding must be spent each year, any remaining funds in the account will roll over to the next year with successful renewal.

What is an ESA?

An Empowerment Scholarship Account is an account administered by the Arizona Department of Education (ADE) and funded by state tax dollars to provide education options to qualified students in the state.

With the ESA program, rather than the tax money that would pay for a public school education going to their neighborhood school, those tax dollars instead follow the student to whichever school the parents choose for their child, including home education.

With those tax dollars, the parents of qualified students may purchase educational services for their child from qualified schools, education providers, and/or vendors. Click here for the full list of allowable expenses for ESA students in Arizona.

During the 2023-24 school year, nearly 71,000 students participated in Arizona’s ESA program. The estimated average account value for each participating student (excluding those with special needs) was $7,000.

How does an ESA work?

Eligible students receive 90% of the state aid that would have been otherwise funneled to the student’s school district or charter school if the student was enrolled in the public school system. 

ESA dollars cover multiple education expenses such as private school tuition, curricula, educational supplies, tutoring and more. Additionally, an ESA Account Holder must use at least a portion of the funds to provide an education in at least the following subjects: reading, grammar, mathematics, social studies, and science. 

ESA contracts are offered and signed annually, but funds are dispersed quarterly, with funding beginning in the quarter that the ESA contract is signed.

  • Q1:  July 1 – September 30
  • Q2:  October 1 – December 31
  • Q3:  January 1 – March 31
  • Q4:  April 1 – June 30

Can Holston Academy students apply?

Of course. Holston Academy students from Arizona qualify for the state’s ESA as we are considered a “non-public online learning program.” You can apply for Arizona’s ESA funds here.

How do I apply and access funds?

  1. Apply online through the Arizona Department of Education. Once submitted, the application may take 30 days to process.
  2. Sign the ESA contract.
  3. Access your ESA funds via ClassWallet.
  4. Pay vendors/schools.
